In case you didn't know, it was taken down because the cartoons they showed there were from megavideo and since it was shut down, they took the RTR as well.

The VGR did replace the Toon Room, but only because the Toon Room wasn't actually functioning anymore. I'd bet that if it was, David would have left it in (it's actually still up, there's just not a direct link to it anymore).

And yeah, the reason the Toon Room wasn't functioning was that the site that hosted the videos got shut down over copyright issues. There's actually a thread about it over here.
