I'm actually taking Game Design as a Major at Full Sail University. I've also had experience in designing and developing games. Making a MMORPG is time consuming and takes a lot of hard work.
This is where you need to start, to make a MMORPG.
1. Come up with a plot, setting, etc.
2. Write character bios for each actor in the game. Even NPC, Enemies, whatever.
3. Write a main story. Something the players should follow for the role.
4. Start working on Side Quests.
After months of writing your RPG, you'll start working on the development of your world. There are many 3D Modeling tools on the Internet; Unity3D, 3dsMax, Blender, and more. Some are Free, some are free with a catch, and others will cost an arm and a leg to get. It's all a matter of preference.
Once you have 3D or 2D modeling software, start designing the characters, the world, items, everything. This can take up to 2-3 years to finish if you work fast. I'd suggest getting someone to help you with the designs. An important piece to this would be a concept artist.
Some programs, like UDK (Unreal Development Kit), will be useful when putting together all the pieces for the game itself. This includes scripting, game physics, model texture, and more. And once you have your world completed, you'll start working on the User Interface of the game.
After about 5 years of development, you should have a popular MMORPG in a ready. Now all you need to do is script your Server Client and find a Server Host. The Server Client will be uploaded to the Server Host and implement the game allowing users to connect and play.
Websites are essential to any MMORPG. For without a website, players cannot create an account for the game and connect to the server. This will also be useful for forums and support.
