cmasterprice : By pic, do you mean the thing that's a mini goomba for you? If so, it changes on its own. You can, however, change the theme by going to Edit Profile & Setting. It's the second option under Appearance, titled User Rank.

If you mean the pictures that people have uploaded, you can do that in the same place. Just choose your image in the option below, labeled User Picture.

And the point of buying weapons from the shop is to use them in a game that will be added to the site eventually. For now, they serve no real purpose.

Anyways, you go to Edit Profile like soxfan said, but you can only change it if you are not a newbie. To become just a regular member, you need to have at least 10 posts AND have been here for a total of seven days.

The weapons and your level are both reserved for the upcoming battle arena, which is currently under development. But I would save up all the Viz I can since you'll need them for the good items.

Some items can also improve your experience on the site. For example, you can buy an SNES to play any SNES game here without paying Viz. You can buy the V-Machine and play any game on the site for free.
