What does the Doctor know that makes him certain of this assessment is what I want to know. As in details, the more the better. As far as cameras are concerned, we need to go straight to the source and ask Redrunelord personally. If he is still about that is.

The rest of the staff know how to enable and disable the security codes around the house, so they could have snuck in without being detected.

This also means what Someone70 stated is true: she did see the presents in the vault. Alas, she missed the broken lock; according to her, anyway.
