There's not a feature for that unless it's in the game menu. Otherwise the ROM will have to have a translation patch applied to it.

It's not possible to patch the roms here yourself, but if you have the emulator then you'll need the rom, patch, and a patching software like an ips patcher for example. Once you've used the patcher to patch the rom then you can load the patched rom into your emulator. Often times you can find the pre-patched rom for download on various rom sites.

As for in the RGR, it's the same deal, except it's a little more involved for the staff to upload it.
