It's not only you. This happened to me too. I'm not sure why this happens, but I noticed that after a few hours, things are back to normal.
If more people have this problem, I think you should let David know about it.

It's very possible he's working on something, or needs to dump some memory

Here's what causes this:
When the server restarts at 5:30 am central time every day, sometimes when it starts back up, the ability to count rows in the database doesn't work so it requires me to go in and restart the SQL server, which takes less than a minute to do.  Counting rows in the DB is necessary for things like showing sub forums, vcs page, a few things on the rgr index page and a few other things.
