The screenshot under "Latest Screenshot" on the front page of the RGR never seems to show up under the list of screenshots for that particular game. Does it take a while for the screenshot to register on the list?

Actually, the screenshot does pop up on the game page and where it says "Latest Screenshot." The reason you probably didn't see it is because the screens are organized by rating. Since that screenshot was rated a 3, it's behind the ones that were 5 so you probably didn't look for it.
