Those animations are called a minipic. I don't believe newbies can get them, but when you get 10 posts and have been here for a week, go to the upper left hand corner where it says Edit Profile and Settings. In there, there should be a section for submitting a minipic. The dimensions and size are small, but that's because it only sits next to your miniaturized username.

After you submit one, you should see it pop up to the left of your name on the index page where it says "Members currently on board." I hope that helps.

Just like Someone70 said, you have to be at least a normal member. I've read in the help center that if you are a trusted member,you can have access to a few extra forums, can make a custom title, can access vizzed uploader, have an underlined username and can give or take trust points from other users. But, I am not there yet...
