If this is not a hack version of any sort and just the original. You can't get a Gengar, except by trade if I'm not mistaken. My knowledge is not that vast on Pokemon, but I know there are certain pokemons you can't evolve without trading such as Gravler to Golem, Kadabra, to Alakasam, and Haunter into Gengar. If it's a hack. Some of the Hacks you can evolve Haunter into Gengar  such as Pokemon Emerald 386. You can evolve all the tradable pokemon.

EDIT: In other words. You'll run into someone who haves a Gengar and fight, but you won't be able to catch one in the original.

It has been answered. Gengar is one of the Pokemon you can't get except by trading with another live person. So until Netplay is established, you can't get him on a non hack version.
