Im willing to bet it still will be in the next generation since it's icon, famous, and a pretty good electric pokemon even if he doesn't evolve considering what he taught it. What do u mean as last resort, is it currently the last thing he uses-backup- finisher?

Pikachu will always be with ash, Every generation ash starts off fresh leaving all his pokemon but pikachu with professor oak. I think he'll also continue using pikachu as a last result since he likes to train all sorts of different pokemon.

I don't see how Pikachu, the mascot and staple of Pokemon, wouldn't be included in the next gen. I'd like not to see so much cliche between Pikachu and Ash and maybe highlight some of his other Pokemon at some point. But I don't think Ash and Pikachu will ever split. Not so long as Pokemon lives, anyways.
