Mine was probably a Swellow. I trained him with speed way too much. It was pretty much his only good stat as well. Even with the macho brace, he would still be faster than level 100s, even though he was only 65 or something.

The fastest Pokémon I have ever had was a scyther and it had a max speed of 337 which is only 2 off of the max of 339, I know that there are faster Pokémon out there, but this is the only one I can remember that I had that was so close to its maximum potential and I was very proud of it. By fasted Pokemon I assume you mean stats wise, so the fasted Pokemon I've ever had was Arcues. I used a action reply to get him on Pokemon Diamond then gave him a item to increase his speed to the highest it could get.
