Can you get the Regis in Pokemon Emerald, Ruby, Sapphire?

I was watching some youtubes about getting Regirock, Registeel, Regice for Pokemon Emerald. It turns out it was a clone. It didn't say what the clone came from. Like if it came from Ruby or Sapphire. Can you get those three legendary Pokemon on any of them here on Vizzed? Or do you have to actually have a Gameboy Advance with some kind of special package for them? And plus. What exactly is the difference between those three games?

"First thing you do need to do is go to Route 134 as usual into the Diving Spot. Once in there, real the Braille on the far inscription and use Dig. The Door will open. Now here is the change, in that room go and read the Inscription. Now put Wailord First in your party and Relicanth last (it was reversed in RS) and read it again. An Earthquake will occur and the doors will open."

That's what you need to do to open all 3 doors to the Regis. The description I put works only in Emerald.
