I didn't even know tazer collars were real. Since it's hurting the animal for no reason, then of course it counts as animal abuse. Just like if you were to use one on a human too.

Are we talking about the shock collars that some pet-owners use to keep their pet in the yard? If so, then I do not see that as cruelty but merely something that applies classical conditioning. The animal gets a light zap from the collar when it attempts to walk out of the zone it is designated for, and learns where is should stay. I know some of my neighbors have these, and their dogs seem to be just fine.

Now if we happen to be talking about a collar that forces an animal to do something more drastic than simple obedience, then it definitely is cruelty.

I do not think there should be animal abuse in the world. Animals are like humans but with a lot more hair. I own at cat. He is being abused by my little brother. It is horrible.
