You don't need to give out Viz. To get to Victory Road you need to go towards the city on the far right of the map, then use Waterfall HM to climb the waterfall. Navigate through the Victory Road cave to get to Evergrande City. The Elite Four are there. If you're already at Victory Road and are stuck, go on YouTube and look for a video walkthrough. There are lots of them and they give detailed instructions on how to get through.

everyone else already answered it. i just want to go ahead and say that this is the most ridiculously placed E4 in all of pokemon. its out of the way, it doesnt make sense as to how it got built there. and nobody ever gives you a clue as to where it is, in comparison to other games where they tell you or show you at some point. ex in the first game the second time you fight gary he explains that E4 is behind him.

In my opinion, it was Gen 1 that was the most ridiculous, because it had the Elite 4 right at the beginning of your journey, rather than the end of it. Even Gen 2's Elite 4 was placed at the end.
