I'm pretty sure Star Fox is not on the playstation network due to the fact that the franchise belongs to Nintendo. Plus Nintendo probably hates Sony for backstabbing them during the N64 era.

No, Star Fox is not, has never been, and never will be on PSN. 2 reasons:
1. Star Fox is owned by Nintendo. Nintendo makes its own video game systems, its characters never appear on another company's system for a reason.
2. Star Fox has never been on PlayStation, so even if someone other than Nintendo owned it or Nintendo stopped making consoles, it would not end up on PSN, unless a new entry was released as a download.

However, I do believe it is possible to load an SNES emulator on PSP's via hacking, but that is discouraged (for obvious reasons) and I know nothing about that :/.
