The majority of dungeons in The Legend Of Zelda were shaped like animals. In fact, [SPOILER ALERT PROBABLY] the animal's "eye" on your map is often the location of some hidden thing.

So the swastika could be that they were just looking for a simpler dungeon design, or... a failed starfish design?
