I would have picked Rayquaza because it is more the weather trio master, and its a Dragon/Flying type Legendary but between Groudon or Kyogre I would Groudon because Groudon is lord of the continents. Plus I generally prefer fire types to water types and Groudon looks a bit more ostentatious.
