Opensource freeware for the win. (AKA: GIMP)

I havn't used Photoshop as it costs money. I'm sure it's slightly more polished than GIMP, but ultimatitally, you can do the same with both.

GIMP does have all the basic functions, but Photoshop is much higher quality, better functionality since it's tools have much more ability to be customized. The overall scope of the program is much more massive. If you are a professional digital artist with knowledge of Photoshop you quickly notice the difference when using GIMP. Especially when it comes to retouching and brush settings.

Not saying GIMP isn't good enough to do most basic things, but there are a few things I really like about Photoshop that I could never have unless GIMP had upgrades... So my vote goes for Photoshop. It's a great program and I'm happy to support Adobe financially
