Whiskey Lullaby by Brad Paisley. In my opinion, that is a hands down (again, just an opinion I am not declaring myself right). It's much better if you listen to it without the music video, but sad no matter what.

A sad song...hmm...one that comes to mind is Mickey's theme from the rocky movies. This is best used in the flashback scene in the fifth film..it hits hard.

Not much else I finds truly sad...usually something like a slow jazz tune (alone together by chet baker for instance)  or sometimes when a musician sings their last song. For instance, the last songs Johnny Cash did were just so poignant...and Freddy Mercury's last songs holds a powerful feel, as he wrote several on his deathbed.
