I'm really lost as to how to start playing the games on the RPG Maker 95; I've made it as far as the little town that has a few virtual buildings with downloads regarding the maker, but I can't figure out how to play any of the games. Every time I try I end up with a bunch of file folders that are nothing but gibberish to me. What am I doing wrong?

Cause if so you're going to need to Unrar the file after you download it then run the setup.exe file in the folder. This will pop up a window with a bunch of weird symbols in it, just hit next and let it run. After that you should be able to find it in your start menu.
