Considering Arceus can create one of the three legendary dragons in Pokemon Soul Silver/Heart Gold, I tend to think this is the case.

On the games it said that Arceus created Sinnoh. But on a movie, i heard that mew had the genetics of all pokemon which means created all pokemon so maybe mew created Arceus and Arceus created everything else.

I think that Arceus is the god pokemon putting Dialga and Palkia in charge of time and space and Giratina in charge of the opposite world (or what ever world that was in Platinum) then we have Groudon in charge of land and Kyogre and Luigia in charge of the sea (or Kyogre is in command over Lugia. Also Lugia is also in control of the Legendary birds.). Then we have Ho-oh who is in control of the sky and also we have now Zekrom who is in control of thunder and lightning and Reshiram who is in control of the atmosphere and Arceus is ruler over all of them...this is getting complicated.
