I believe the best way to answer this is by saying, "The Proof is in the Pudding". They seemed to look different when drawn, they also seem to take two different paths in storylines(for the most part), and they also seem to be mainly made in foreign countries like Japan for instance. I'm not entirely sure if this is the true distinction between the two but to me, it sounds like a good one

Also, Anime works a little more like a standard television series because it has a set story line while most cartoons are just a collection of random episodes with no real continuity.

On a side note, not all anime is made in Japan. There are also animes made in Europe, particularly France and Italy. This may be why it is referred to as anime (the French term for animation).

Manga has no voice for the characters with it so the characters has no voice or no conversations

but.....

the cartoon has voice for each character so you will hear them but not read what they saying and you could see the movement of each thing or step of the cartoon but the manga just pictures......
