I'm going with Lance because even though his Dragonite is ultra weak to Ice, Gyarados isn't weak to Ice and has Intimidate so Gyarados can lower their attack, and then Dragonite can pwn them because he's super powerful(he is, I know from getting pwned by it).

I choose Drake with Flygon and Salamence. Why? Because Salamence has Intimidate which will cut the attack of Dragonite, it will the use Dragon Breath or Dragon Claw thus giving STAB and Super Effective power. Then, when Gyarados comes out, Salamence can be switched for Flygon, which with it's Sandstream ability, will cause a sandstorm that will slowly cut away at Gyarados' health, it also knows Hyper Beam, which as we all know can cause huge amounts of damage. He will take minimal damage from whatever Gyarados can throw at him while he recharges and then after one last Hyper Beam, Gyarados will be finished.

My Vote is for Lance, mainly because we already know that his Pokemon are superior to Claire's Pokemon, and if Drake was stronger than Lance, then he would not be in the Elite four, but the League Champion instead.
