Can the government listen on your cell phone while it's off or your not using it? The reason why i'm asking is because I seen a movie called ''Eagle Eye'' awhile back and the government in the movie was listening on a cell phone while the person wasn't even using it.

I've heard that it is possible, to trace you and listen you, even if the cellphone is off.
But I've also heard that you can prevent that by getting out the battery.( I do't know if it's true)

They obviously can't listen to your cell phone conversation, but I suppose it is theoretically possible for the phone to have a tiny microphone on it, powered by the battery. However, I'm 100% sure that it's not gonna happen.

Actually all you would need is a powerful computer and a well developed program (like mentioned above). They're obviously not going to listen to every conversation themselves, they're more likely just going to use the program to red flag conversations that use key words.
