I'm not sure what it was, but I can say pretty confidently that, unless you are misremembering key details, it was not Jessie. The whole premise of Jessie is that Jessie is a live-in nanny that takes care of the kids because their parents are never there. So it wouldn't make sense for the parents to be punishing them if the parents are never home, and rarely appear in the show. They also do not have dogs in Jessie.

Are you sure it wasn't Liv and Maddie or Andi Mack or Raven's Home or any of the two shows that featured Zendaya, or Even Stevens (Lizzie McGuire didn't have pets, neither did Suite Life, or nah it couldn't be Dog with a Blog, it's hard to keep track of the Disney Sitcoms (or Good Luck Charlie)
