No idea about the first two, but the Neptunia games are... interesting. They're not my cup of tea but I can understand why other people like them. I think you should definitely start earlier in the series, though - seems weird to start with the 7th game.

No, Megadimension Neptunia VII is the fourth main-series game. It's also really good, like the three before it. But if you play the older ones, get the "Re:Birth" versions. They are better.

It's the second game in the V sub-series of games in the main-line series of games, though, which may be what you mean.

I ended up getting VII, mostly because I missed the deadline to get the others on sale. Haven't played it yet though, I'm waiting to play new Switch games until my capture card comes in.
