Here in New York it's called the Stipulated Fine Program and across the country there are othet versions (maybe elsewhere in the world too)

I think this is a stupid program. It's a program that makes it legal for companies to double park, not just anywhere but in bike lanes, bus lanes by fire hydrants, etc.

Normally when you park in one of these designated areas you are hit with a ticket (around $100). Each day, so many delivery vehicles park in these areas because they're not going to look for actual parking or pay for parking when they have to quickly deliver to a bunch of places. This includes UPS, USPS, FedEx, and Amazon all the way down to pizza deliveries.

But because of the program, the driver is given a ticket but it's just for show (for quota I guess). The entire fee from the ticket is waived and the trucks get off easily.

In NYC alone it causes the city to lose millions of dollars a year and puts so many people in danger.

Thoughts? Is there a program like this where you live? Do you think this is stupid?

I think it largely depends on how it's done. I don't really know enough about the system to say what's good and what isn't, but I can say that, even in Nashville, which isn't anywhere near as perpetually congested as a place like New York City or Chicago, it can be difficult to find places to unload large orders of food like 50 pizzas to a hospital or government building. Depending on the severity of the impact to the average commuter and strain on the delivery driver in question, I don't think it's really fair to expect a driver to pay for parking, if parking is even available, if they're going to be there no longer than a matter of minutes.

Even if it's just 3 minutes, a truck that's parked in a bike lane would force a biker deeper into the street to get by and that alone would cause trouble.

I never even thought of hospitals. They have food, sheets, drugs, equipment delivered all the time. Would a truck parked in front of a hospital block an ambulance?

If, hypothetically, the employees of said company are issued cards to pay for parking and the company's being reimbursed, then I can see that being a different story altogether. In that case, the waiver does seem redundant. And you do have a point with the bike lanes.


I would assume hospitals have bays for trucks delivering supplies. In terms of food service though, very few if any places have a designated parking area reserved for delivery. At Walmart in the next town, in addition to the handicap spaces, there are a couple parking spaces near the front of the building reserved for law enforcement. While probably unnecessary for a store like Walmart, I feel like, if places can reserve parking for police, they should be able to reserve at least one parking space for food service.
