[Updated] Suggestions for removing noise from audio

Salutation to the visitors of this topic, I apologise if I am not posting in the accurate location or this type of question is prohibited on the site.
If I have violated any rules, I ask the moderators to please delete the topic.

My reason for commenting here is to ask for more assistance in regard to decreasing or completely omit a buzzing sound in a audio file. The file is immensely important to me as this file is the only evidence of what occurred against me and my relatives that involved dangerous neighbors, and I am not certain what actions I can do on my own.

My relative used his phone to record the incident with a girl, her mother and a gang member harassing him, but was not aware the severe damage of the speaker or microphone, resulting in the buzzing noise. I am able to clear most of the buzzing to hear my brother's voice, but the audio of the three peo
ple we need are mostly overlapped by the buzzing noise. I have shared a sample of the file with the female who began the conflict (Be wary headphone users, adjust the volume since the buzzing is loud): http://vocaroo.com/i/s0yMObMxPFit

I have used both Audacity and WavePad, but I am not certain how to maintain and not unintentionally delete the voices. The buzzing is partially louder, but using Normalize in WavePad have assisted in hearing some of the dialogue. May I ask if any member is aware of what to do please? 

Edit - Here I will share another file to display how severe the buzzing is over the voices. I am not certain what options I can do since using WavePad or Audacity is not preserving the voice after deleting the noise (be wary headphone users):

Well I'm no audio expert but I played a bit with the audio file... quality's still a bit bad even after removing the buzzing, but it's way more audible. I used the Noise Reduction plugin in Audacity:

- Select a part of the audio that has only the buzzing (like that big buzz right at the start, sitting at the first 300 milliseconds before the talk)

- Go to Effects > Noise Reduction > Click on "Get Noise Profile". This will let Audacity know how the buzzing noise is so it can be filtered

- Then, select the whole audio and go again to Effects > Noise Reduction.

- The parameters I used were: "48" on the Noise Reduction slider (dB), "6,00" on the Sensitivity one and "3" on the Frequency Smoothing slider (bands). Not sure if it's the same as yours, as I use Linux, and I know there are more sliders like attack and decay, I don't have those. If you wish you can play around with the settings

- Lastly, I amplified the audio (I amplified by 6 dB but you can use a bit less if you want to)

That's the best I could do to remove all the buzzing, you can still hear a bit of "vinyl crackle" but it's almost unnoticeable. Even with this though, the audio quality's still a bit bad, I can barely make anything out of this, but at least the buzzing is gone.

There are software programs that allow you to reduce the background noise in these audio files, but a lot of them cost money. Audacity has several plugins available that can reduce this buzz somewhat, but it's not always perfect. I would suggest looking at some Youtube videos that walk you through what to do, there are a ton of them out there.

Thank you for responding Jordan. I have searched how to use Audacity to omit the buzzing, but I have yet to find a helpful guide for this type of loud buzzing noise. I will search later again on YouTube to see if I can hopefully locate a different ways to use Noise Reduction.

Fl studio got this plugin called Edison that has a 'de-noise' feature, and there's plenty of tutorial of the tweaks and stuff, so hopefully this information helps you

I listened to the sound. No wonder the voice is inaudible without the noise. Most of it wasn't picked up at all. Unfortunately, I don't see anything that can make it clear. Enhancing doesn't work like it does in movies. If it was just noise that was the issue, it'd be different, but it's not. Most of the voice isn't there at all, and no amount of editing is going to find information that wasn't picked up at all.

My relatives have ended the hope of the file being cleared of the buzzing, but I am determined to work and complete as much as I can to edit and improve the file, so that this can be used as supportive evidence for this now three year old case. My family and I do not have enough excluding what little information I have shared on my blog.
