Using the mouse as a controller

( I looked at past thread, and it didn't quite fit my purpose).

Since I acquired my new laptop, emulation has been much smoother. So to try something new, I've tried Sim City 2000 for PSX. I've been able to set up my mouse as the controller, but there are severe discrepancies between my movements and what the screen shows. For example (for SC2000), I wanted to build up mountains to build my power dams, but if I ever get a tile up, it's only one-by-one rather than raising the mountain instantly like it's done on the PC.

Would the problem be my computer? I have 16 Gb RAM and a 2.5 GHz processor. And my mouse is working fine elsewhere.
