I'm pretty sure that if a thread topic has been closed for a long time, like an year or two, then it's okay to remake the thread idea. As for forum games specifically, I don't exactly know, but you could ask the mods of the crazy house forum if you want to be sure (I assume that you're talking about the threads in that forum).

As for what I think, 3 years is a really long time for a thread to be closed, so I'd say make it if it was closed for that long.
