This enemy is a very, very rare enemy in Mega Man X and it’s remake. There is only one appearance of the enemy in the entire game, and that is in Armored Armadillo's Stage. It has a very high chance of dropping an extra life, so it’s a great farming area for getting more lives.

It’s extremely similar to the Batton’s from the classic Mega Man series (and is from the same type of robotic series as well), and was probably meant to tie the Classic and X series together a little more, or be a special easter egg. This is probably the last iteration of the Battons, because the Batton Bones replaced them.
