There's alot of possible answers here but I go with Detroit for the reason that most Detroit musicians are crazy at least the underground rap scene anyway

New York comes to mind because of its Hip Hop and Nashville comes to mind for its Country i guess... but i choose Detroit.

Every place has their own artists and own styles tho

Ya it really depends on what style of music you are talking about...for hip-hop/rap i would have to say houston but then again i live there so my opinion is a little bias
