So at this point I think it's no secret there are sad video game themes. 
These themes didn't make me shed a tear, but it defeintly gave me those feels when I listened to them for the first time.



I originally thought it was undertale his theme, but however

And yes, this was all from the Kingdom Hearts series. Ventus's Theme is a slightly different version of Roxas's theme for the sole fact that Roxas and Ventus are connected.

Just a note, a lot of these do sound very somber and thus sad, but the truth behind why it's so sad is extremely emphasized in the plot. For instance

Musique pour la Tristesse de Xion plays when you kill Xion. Xion was an imaginary member of Organization XIII and as soon as she died, absolutely everyone lost any memory of her. Like she never existed. Except for Roxas, he remembered her. And tried his best to find a way to bring her back, before eventually failing and being stuffed in a virtual simulation of the town until finally he had to disappear as well. However, he stills rests within Sora's memories.

At the end of Birth by Sleep, Aqua fell into the realm of darkness trying to save Terra who was possessed by Xehanort. She managed to get Terra out, but at this point he was still Xehanort. She wandered for 11 years inside of the realm of darkness, waiting to be rescued to this very day. Also Ventus is in a coma because his heart was completely shattered and lost. So she basically lost both her friends, herself, and anyone she ever knew. For now at least.

I'm going to agree with your original thought, some of the themes in Undertale are really sad, but only if you have either played the game or seen someone else play it and know what's going on with the music.Just hearing the song doesn't really do anything, but knowing what happened in the game along with the song makes it so much more powerful, and there are quite a few songs in the game where this happens.

Its never caused me to shed a tear. But probably the saddest theme. Was in Mega Man X4 when Zero was forced to kill Iris and during the music he yelled What I'm I fighting for. The theme you just knew a tragedy had occurred.
