   I need help finding COMPLETED, ENGLISH, Pokemon Rom Hacks that don't require patching and meet my Criteria, or at least most of it.

  1. GBA, NDS Roms Only (EXCLUDING Pokemon Heart Gold and Soul Silver Rom Hacks).
  
  2. Only Rom Hacks consisting of AT LEAST TWO accessible regions.

  3. I prefer GBA Rom Hacks over NDS, not because of performance (I just like Generation 1-3 best).

  4. Starter Pokemon are not a big issue for me, although I prefer to avoid Generation 2 starters as first choice starters.

  5. Most Importantly, I know I've already mentioned it though, the Rom Hack MUST BE COMPLETED AND NOT REQUIRE PATCHING NORMAL ROMS!

Unless things have changed since the nintendo removal we aren't allowed to give you roms I think.
