According to the rom description, it says that Clamperl can be evolved at certain points in the day. Unfortunately, my in game clock does not change, so it is stuck to day. As I am only missing one of Clamperl's, how could I fix this problem?

On the vizzed side of things you can't fix it. If you were to use your save on an emulator offsite(which I can't link to) you could set it to where it can use the time change thing and do it that way and then use your save back on vizzed.
But if you can't do that you can't do anything besides just not getting them.
