Ivasaur not being able to learn Dig and Venasaur not being able to learn Earthquake.

Also, in gen 2, my Bayleef can't learn Dig. I don't know about Meganium because I have not evolved Bayleef yet.

Why is this? Why can only 2/3 starters, fire and water, learn these ground type moves?

Ivysaur, Venusaur, Bayleef and Meganium have never been able to learn Dig (from gen 1/2 - gen 6). As to why, well, look at them. They're big dinosaurs that walk around on all 4 feet. It only makes sense that they can't learn the move.

Meganium is able to learn Earthquake in gen 2, so there's that I guess, though you'll have to wait until Victory Road to get it.

The only real mystery here is why Venusaur can't learn Earthquake. It only got access to the move in gen 3, no clue why it couldn't learn it before.

And as for your last question, it has nothing to do with typing. It's purely based of design and common sense (only exception being Earthquake on Venusaur). The fire / water types of those gens just happened to fit the criteria needed to learn the moves. Sceptile, the next grass starter, is able to learn both dig and earthquake so it's not like grass types aren't able to learn them in general.

I don't think there's even one peokemon that can learn anywhere near every move, no Pokemon. It's not just those 4, there's probably hundreds of Pokemon that cant learn dig and earthquake simply because their not supposed to. If one Pokemon could learn any move, it wouldn't be fun anymore.

zanderlex : I'm not saying that every Pokemon should be able to learn every move, but I was just questioning this because when I was playing my red version on my iPhone, I was able to teach Charmeleon and Wartortle the move, Dig, but not Ivysaur. It just did not make sense to me at the time.

Same with the move, Earthquake, and not being able to teach it to Venasaur.

zanderlex :

Mew can learn any move, but he's so rare that he's almost impossible to get without hacking nowadays. That is, until tomorrow when the Mew event starts. (Hype.)

LunarDarkness2 : When I read your first sentence, I was about to bring up the mew event. I'm glad that it's a Gamestop event so I can just walk in and get a code instead of having to place that has internet.
