Clock-based events work in Pokemon games when using VBA, right?

I'm playing Pokemon Aquamarine and I'm trying to get my Eevee to evolve into Umbreon. Bulbapedia says that you need to level Eevee up when he has max happiness between 8 PM and 4 AM. He has max happiness and it is after 8 PM in the game (I checked the clock in my room in Littleroot to make sure) but when I give him a rare candy he still evolves into Espeon instead of Umbreon.

I know clock-based events don't work when using Mednafen. It gives you that message before you start the game. When using VBA however it doesn't give you that message and the clock has the actual time based on what I set it for. Do clock-based events not work with VBA either, despite the clock keeping up with real time? I can't think of any other reason I'm still getting Espeon instead of Umbreon. Any help or information would be greatly appreciated.

make sure that is check for it to use the clock on your PC. I think it should fix it

Also why not use VBA-M? It's an updated version of VBA

There is a save editor for pokemon games to edit the RTC but it doesn't work on hacks :/

The clock based events should work with VBA. The RGR Plugin is using the vba-over.ini file for VBA which configures the pokemon games to have the RTC enabled.
