Can't get Cannon Spike to Work

I have been having the hardest time getting Cannon Spike to play on my computer. I have Windows 7 and the RGR Plugin 2.30 installed. I normally use IE, but even with the compatibility view setting adjusted and a PC controller plugged in, I keep getting an error message. It says "Unable to load nullAica_Win32.dll plugin, errorlever=-104." I have restarted my computer, reinstalled the RGR Plugin, and installed Mozilla Firefox, but I keep getting the same error. This is the only Dreamcast game I have tried, but my other games work fine. Has anyone else had any difficulty with this Cannon Spike? Is it just the game? Is there something else I should be doing? Thanks for your help.

No headset. I have a USB hub with nothing connected to it right now. I usually plug the controller into it. My printer, sensor for my cordless keyboard and mouse, and external hard drive are plugged into the computer.
