So I looked on my PlayStation app and found that some games that I've really been wanting are free this month to PS+ members; I however do not have an internet connection aside from my phone.

This brings me to ask: can I use a phone or PC to add free PS+ games to my game library/queue/whatever and download them for free still when I do get an internet connection in my house? If all else fails I may be able to pack the system up and take it to a friends house to bum WiFi for the download I suppose.

Also, not that it matters, but Rocket League is the PS4 game I want that's free, and Geometry Wars is the Vita game I want.

You can but it may be slow trying to download it. The best solution is to go to your network settings on your phone and see if you have a option to setup a wifi hotspot. If you do and you set it up then you can connect your ps3 .. computer or any device that requires internet to your phone. It's what I have been using for a while now. My phone for a hotspot
