Well any specifics would depend on which console/games you are trying to hack, then what exactly you are trying to do.

Honestly if you are just trying to learn how to make your own games, I would suggest purchasing RPG maker. That's a good way to get started.

Pikxachu : Romhacking tools can be found in a lot of rom download sites. These "tools" are usually specific to the game title you are trying to hack.

Since these sites are not Vizzed affiliated, it's against the rules to promote these other sites. My suggestion would be to google hack tools for the games you are trying to hack.
