I know i have it downloaded since when i bring up chrome://plugins it shows it and it is enabled plus i just installed it

If you are using Internet Explorer, then I surmise that your browser is the issue. I, myself, just had a problem with the plugin this very day with IE. I uninstalled and reinstalled the plugin multiple times but to no avail. Then, I switched the Maxthon and the problem was solved.
