First... for Upload "UserPicture" and "Minipic" you need "Normal member" status...
Here you can find all about "Powerlevels" > Usernames and Powerlevels

Miniguide:
1- When we have "Normal member" privileges more options appear in "Edit Profile & Settings"
2- Now you need "minipictures" for upload, here you can find many > http://www.favicon.cc/?action=icon_list&tag_id=3883
3- Select one click and we appear "Download Favicon" to the right, download the ones you want.
4- Change "favicon.ico" termination for "favicon.gif" if animated or "favicon.png" if normal image...
5- Enter in "Edit Profile & Settings" and the Appearance section we upload a "User picture" and under "Minipic" appears...
6- Click on "Browse..." and select a file upload and finaly clic on "Edit Profile" below of all edit profile...
7- END you can look you "minipic" next to your name in many sites on forum.
