A background is not too hard, mostly just find a large picture that would work as a background or wallpaper, then resize it to something like 1024x768, upload it and then we change the default code of:
<table border="0" width="500" height="370" background="images/layouts/SteamingElectric.jpg">
to something like:
<table border="0" width="1024" height="768" background="http://www.image.com/image.jpg">
(that's just a fake made up link as an example)

The gifs at the bottom are easy, we just upload whatever gifs to a website and put the links in the signature like this:
<img src="http://www.image.com/image.gif">
at the very top of the signature section is mostly the way we do it.

EDIT: you should either get a background that has plently of a single colored space and use a color that looks good against it or use a shadowed box over the background.
How you have the afro samurai one with the black text is slightly hard to read.
