Ever since the whole hacking thing and then having to delete cookies and such to log in again, Steam now recognizes my laptop as a new device and I can't trader for a week now. Can others still offer trades to me so that I can review them once I can trade again or would others be disabled from trading to me?

I scrolled through this quickly and because steam thinks your on a new computer/device or a new IP... it puts in a safety measure where you cant create trades for a week.... its normal procedure...

I'm pretty sure it does the same thing when you forget your password too though that might be a week hiatus on any trading actions lol
