Final Fight (Sega CD) freezes upon loading state

After I save and exit the game then relaunch and reload the state, the game freezes and is unresponsive (I tried hitting the in-game pause button, and the emulator pause button and neither have any effect). Not sure if this affects other Sega CD games as well. Help would be appreciated, thanks.

EDIT: Strangely the "press start" button for Player 2 still flashes, but none of the buttons are responsive.

Savestates (F2 & F4) for Sega CD aren't supported with the RGR Plugin, in-game saves for Sega CD don't have this problem.
