Knowing the games can load fast but they're not because you have to fork over a huge amount of Viz is kinda jerkish. Apparently staff members get it for free(god who knows how many there really is) but guys at the very least tone it down to like 5000 or something

And no, I'm not a newbie, I've been here for four years and have like 12,000 Viz.

Like awesome said, due to bandwidth costs and constraints, rather than offering the item to everyone, David limits download speed.

Another way you can look at it though, he offers faster download for an on-site currency which only costs you some time posting or however you prefer to make Viz. 
Also, keep in mine that most other emulation sites charge monthly membership fees for faster downloads.

You could always post your suggestion to lower the cost on the help/suggestion forum if you still feel the amount is to high.
