I ended up finding out that the problem occurs when two NPCs are too close together.

They cancel each other out for some reason. But if they're farther apart (or one's removed), then it works.

I changed the names just to be safe, but this was the true issue I think.

EideticMemory : That's too bad. What do you suggest we do about that then? It would suck to have to leave out NPCs because of this limitation. How far apart do they have to be exactly? I wonder if the developers know about this bug and plan to fix it or if there is a way to work around it.

I ended up moving one NPC 1 block to the right and it started working.

So it's not too much trouble to fix, but it will make the positions slightly inaccurate.

In other words, there needs to be at least 1 block of empty space in between NPCs.

Unfortunately it seems as though the current versions of Citizens is buggy on Spigot. :/

It does seem like it "works", which might be better than no NPCs. I dunno.
