I'm guessing its just my computer, We used to have a better PC
but it broke down ):  Anyways, my computer right now is old 
(from 2001) it can run some mame games full speed... but on
every mame game, the sound is always glitched! Even if its
a game working full speed! Can someone help? ):

A lot of the larger MAME games actually have sound errors.  Have you tried only large MAME games, or just smaller ones?  Which ones have you tried?  If you can try giving me a sample or two, I can tell you if it's your computer or not.  I've been testing MAME games for awhile, so I'll be able to give you more insight.  I have a feeling it's just your connection though, since most of the MAME games are small.

Tekken has known slow down issues, so that isn't your computer. 
The sound however might be attributed to the sound card. Do you know if the drivers are up to date?

I would say check again just to eliminate that as a possible cause. 

Also can you try some non mame games to also see if it's just mame that is acting up? 

Something you are familiar with so you know if it sounds off or not.
