How can I upload a <100kb picture taken with the built-in camera app?

I have had trouble trying to upload pictures from the iPod camera that are under 100kb in size. The camera resolution is 640x480 horizontally and 960x720 vertically. I have tried different landscapes, different distances from where I am trying to take a picture of, changing brightness settings, and NOTHING is working. Plus, the only way to add a profile picture is to have a picture under 100kb on your computer/mobile system. I don't know how to resize the iPod camera pictures. It's a 4th generation iPod I got last year for Christmas. Any help? Trying to change my now boring pic to a picture of brawl containing Dark Fox and Dark Falco.
Posts allow up to like 500kb, but profile allows 100kb?

The easiest way is to get that picture on a laptop and open it up with MS paint.

From MS paint, there will be a Resize option (on Windows 7) that you can use.

You can choose to resize by either percentage or pixels, but do not touch the skew. It would be easiest to resize by pixels.

Since the Vizzed profile image will only allow 200x200 maximum, you're going to need to change which ever is the highest number to 200.

Afterwards, you can press OK and the picture will be resized and the KBs will be reduced.

Here you go.
