Not with HTML it's not possible. You need PHP and some sort of database to store peoples comments in. It's pretty advanced but there is no way of doing it with just HTML. Your best bet is using one of those free forum things cause making your own forum is pretty hard to do.

First you need to find out if the host you are using to make your website with supports SQL databases (either MySQL or MSSQL).
To make a forum you need to be able to have a database to store the user names and other details in.

Basically read things, experiment, and browse the Joomla Installation forum for any aditional info you might need.
